Read, and don't complain. I'm tacking on my own set of regulations for this thread; I like to keep mine in tip-top shape. Poke me if I start rambling.
Five Rules to Live By
1. You cannot name your character Sakura. That is the one name I ban from all my role-plays. (I don't see this as a problem here, but still. That name and I have a bad history.)
2. For the love of God, this is a role-play, not a novelist convention. If you plan to write a novel (and I'm not looking at anyone specific, because I know we all do it) as your first post, learn the art of the enter key. Twice. (Seriously, though, I have a whole pile of things I need to read. I don't need to chalk in your role-play posts.)
3. There are a limited number of races, with limited number of abilities. No, I'm not going to let you drag in your cat-owl-demon-princess-shapeshifter-thing (lul, that wasn't obvious) or your winged lion (we have one of those, right?). Like I said - I run a tight board
4. Typos, simple grammar error, and spelling errors make me cry. You have an edit button. The new Firefox has a built in spell-check. So does Proboards, between the "preview" and "reset" buttons. (A lot of things make me cry, actually)
5. Not that I (should) have to say it, but in respect to traditionalists, it should be said anyone: Do not god-mod. Do not power play. And don't drag in some mary/gary-sue. If your post involves attacking and hitting a person, and dealing damage, don't do it. If your post involves moving someone else's character without their permission - don't do it! If your post involves a time shift - including the passage through portals - for the love of all that is holy, don't do it!
The World in Which You Live
We start in a futuristic Las Vegas, one of only two cities in the world that have legalized gambling. Alcohol is still heavily monitored, and mob and prostitution rings are so quiet no one is sure if they still exist. (The other city is Hong Kong, in case you were curious.)
This is Earth in 3045, after nearly a millennium of strict environmental-friendly laws were implemented. There is no "third world countries," or even "second world countries" anymore. Everyone is first world, and economically sound. There are taxes, and there are multiple leaders, although a true democracy has been unheard of for decades. The new Earth is built on an elitist community, and while there isn't much poverty, there is a clear upper, middle, and lower class.
The UN is still intact, and more powerful than it was in the 21st century (or any other century prior).
Weapons and weapons training have been outlawed. Only the secret police can carry firearms, and the police may carry tasers. Both are proficient in specialized martial arts, which is preferred over either weapon.
Races:
- Changlings: Anyone familiar with a 3.5 Monster's Manual might know what I'm talking about. These are humanoid creatures who can change their appearance to mimic any other humanoids. They cannot become anything but a humanoid. The Secret Police are comprised entirely of changelings.
- Mutants: Found anywhere where nuclear reactants went off in the last millennium. Specific to Nevada: Yucca Mountain was approved. (Since the 1990s, the government has been looking for a place to store their nuclear waste. They decided Nevada was a nice place to ship it, and Yucca Mountain is in the middle of nowhere. Ever since, it's been an important issue.) Cutting history short, the nuclear waste buried there managed to leak and contaminate the ground. It took a few years to realize the surrounding populous was infected. While the mutants themselves are supposed myths, more than a few people believe that anyone exhibiting "abnormal" powers (or just hallucinating) were taken to Area 51. There are also rumours they were brought to Edwards AFB in California after NASA was brought down, and Fallon Navy Base in northern Nevada.
-> Note for mutants: When I say "abnormal powers" I don't mean things like the ability to change shape or grow extremities or reading minds. I'm keeping it more vague, more X-Files-y.
- Humans: Everyone. These people aren't special, they just exist. They are the citizens, the elites, the population. Anyone but the secret police.
So what's the plot?
You just got it. It's kind of vague, but as long as you start in Vegas, I'm good.

bytheway: If you don't know squat about Vegas, or the surrounding area, I'll make it easy: There are palm trees, the only forest is on Mt. Charleston, there are no brick houses, and grass is rare. Forest = casinos.
If you do know Vegas, I'm counting Henderson as well. They count as one city now. So does Pahrump, Indian Springs, and Boulder City. And Summerlin. That's exactly how big LV is in the 31st century.
